Saruman

Saruman is the highest of the Istari which can be seen as he wears white robes which symbolise his power. He dwells in Isengard in a huge tower known as Orthanc which stands between the Misty Mountains and the Gap of Rohan. It is here that he has spent much time studying the power of the One Ring and developing his own ideas (and plans) of how it should be used.
    In the tower Saruman keeps one of the seven seeing stones or Palantír, many of these have been lost or destroyed, but this one is still used to spy upon the inhabitants of Middle-earth and to keep watch over their movements across the land.
