The Council of Elrond
Elrond

The Council of Elrond is the name of the meeting held by Elrond in Rivendell during the Third Age to decide the fate of the One Ring. Here representatives of all of the free peoples of Middle-earth came to put forth their views, these Elves, Dwarves and Men discuss what action they think should be taken. Also present at the council is the stranger the hobbits meet in Bree, few know his true identity, but at the Council of Elrond the Cloaked Stranger reveals his true identity (to the shock and amazement of most present).
During the proceedings an argument takes place and it is then that the small hobbit, Frodo decides that it is his duty to bear the Ring. Everyone is shocked that this little hobbit is prepared to do this, yet Elrond knows that he cannot do it alone. Others who are present also know this and so the Elf, Legolas, the Dwarf, Gimli, the Gondorian Man, Boromir and the cloaked stranger who has revealed himself as Aragorn son of Arathorn and heir to the throne of Gondor, all promise to help Frodo bear this burden as long as they can. The wise old wizard Gandalf also promises to help Frodo on his journey.
Of course these are not the only members of what is named the Fellowship of the Ring. The three other hobbits who had travelled with Frodo from the Shire; Sam, Merry and Pippin, have also been watching the council and they rush to join Frodo in his quest, although, they don't really know where they are going!
So Elrond names them the Nine Walkers, or the Fellowship of the Ring, none of them are required to go all the way to the Cracks of Doom with Frodo, they are simply there to protect him and help him go as far as they can, and everyone knows that it will not be an easy journey.
Below are some quotes from both the books and the films. Leave Rivendell with the Fellowship and continue the journey
